Since November 2024, replying to a customer on WhatsApp has been free. You could write as much as you liked inside the 24-hour window and pay nothing, and many stores built their whole support operation on that rule.

On October 1, 2026 the rule changes. Meta now charges for every reply you send after the first 1,000 messages a month, whether a person writes it or an AI agent sends it. The amount is small. The problem is not the price, it is the missing measurement: a store that does not know how many messages it sends, and has no payment method on file, can find its replies stopped in the middle of the month.

1. What exactly changed?

Three changes start on the same day, all published on Meta’s official pricing page:

  • Replies are now paid. Every non-template message you send inside the 24-hour window is what Meta calls a service message. Each phone number gets 1,000 free every month. After that, every delivered message is charged at the rate for the customer’s country. Unused free messages do not roll over to the next month.

  • Utility templates are always paid. Order confirmations and shipping updates were free inside an open window since July 2025. They are now charged every time.

  • Marketing templates went up. In Saudi Arabia and the UAE a marketing message now costs $0.0576, about 15% more.

And what did not change? Messages from customers to you are free. Meta charges only for messages that are actually delivered, and each message is charged once, under one category.

2. What does one reply cost?

The price follows the customer’s country, not yours. These are the service message prices in US dollars, from Meta’s rate card effective October 1, 2026:

Take a simple example. A Saudi store sends 3,000 replies a month from one number. The first 1,000 are free, and the other 2,000 cost 2,000 × $0.0107 = $21.40 a month. A store that sends fewer than 1,000 replies pays nothing.

Note Kuwait: a reply there costs about four times the Saudi price. If some of your customers are there, work that part out separately.

The rule: the cost is small for a store that knows its volume.

3. Why do replies stop for some stores?

Because the account has no payment method. Meta asked every business to add one in Billing Hub by September 30. Without it, your replies are delivered inside the free 1,000, then stop being delivered until the next month starts.

Picture this: a store sends 150 replies a day. On day seven it passes 1,000. After that the team keeps typing and the AI agent keeps answering, but nothing arrives. The customer does not see a technical fault. They see a store that ignores them.

Stores that send marketing campaigns already have a card on file. Stores that only ever replied to customers never needed one, and they are the most exposed.

What you need here is one step: add a valid card to your WhatsApp account in Billing Hub. This is not paperwork. It is a condition for your support to keep running.

4. Is an AI reply more expensive than a human reply?

No. Meta charges for the message, not for who wrote it. A reply typed by a person and a reply sent by an AI agent from another provider are charged at the same rate, and draw from the same free 1,000.

The one exception is Meta’s own agent, Meta Business Agent. Since August 1, 2026 it is billed differently: $2 per million tokens. Meta estimates one message at 20,000 to 25,000 tokens, or 4 to 5 cents a message, covering both the AI and the delivery.

Which is cheaper? Meta itself says the two are not directly comparable, because a third-party AI has its own cost on top of the delivery fee. By Meta’s estimate, using Brazil’s delivery price, a light third-party AI comes to 2 to 3 cents a message and a heavy one to 9 to 10 cents, against 4 to 5 cents for its own agent. Three differences hold whatever the estimate:

  • Free messages. The 1,000 free messages a month apply to service messages. Meta has announced no matching free allowance for its own agent.

  • Customers from ads. When someone reaches you from a click-to-WhatsApp ad and you reply within 24 hours, a 72-hour free window opens. Meta’s agent is still charged for tokens inside that window.

  • Predictable cost. A service message has a fixed, published price per country. The cost of Meta’s agent moves with the length and complexity of the conversation.

5. Five steps to keep your bill under control

The new rule is simple: every message counts. So focus on this:

  1. Add the payment method. If you have not done it yet, this comes before anything else.

  2. Know your volume. How many replies do you send a month from each number? Under 1,000, you pay nothing. In Mando you find message volumes and the channel breakdown in your analytics.

  3. Put the answer in one message. Three short messages in a row count as three. A “Done” message and an “Anything else?” message count too. A reaction to the customer’s message stays free and does not use up your free messages.

  4. Answer ad customers at once. The free window opens only if you reply within 24 hours. An agent that answers in the same moment does not miss it.

  5. Answer before the question reaches WhatsApp. Every repeat question that finds its answer in your help center or in the live chat on your site costs you no WhatsApp message.

Then redo your campaign budget. A marketing campaign to 5,000 customers in Saudi Arabia used to cost about $250. It now costs $288. Order confirmations and shipping updates are paid every time.

6. Quick questions

Is WhatsApp Business still free?

The WhatsApp Business app on your phone is free. The WhatsApp Business Platform, which is what inboxes and AI agents run on, charges for the messages you send, with 1,000 free replies a month per number.

Do I pay for customers’ messages?

No. Meta charges only for what you send, and only once it is delivered.

What happens if I do not add a payment method?

Your replies are delivered inside the free 1,000, then stop until the next month starts.

Does my Mando plan change?

No. You pay the new fees to Meta directly, and your Mando plan stays as it is.

Can Mando pay Meta on my behalf?

No. Meta bills each business directly from its own account, and you add the payment method yourself.

Summary

The practical summary: replying on WhatsApp is no longer free without limit, but it is not expensive. The first 1,000 messages a month are free for each number, and after that a reply costs about one US cent in Saudi Arabia. The goal is not to answer less. It is to answer with control: a valid payment method, a volume you know, and one message per answer. Every message counts, and a store that measures its messages is never surprised by the bill.
